My point of view is that policy acts as a guideline and provides a sense of direction for those in power or in control. It has a sense of authority and if not explained and understood by people then the purpose of setting policies becomes meaningless or meaningful to some.

I like the definitions of policy that have been given by many of you - policy as guidelines, policy as a set of defined actions to be taken to address a problem, policy as a written document that assists in decision making, and policy as an instrument by which power is exercised.
What comes out distinctly from all these definitions is that policy is meant to address a problem or problems and that policy can both be text (documents) and practice. Ideally, textual policy is supposed to be given practical effect through actions/practice.

Policy is a plan of action that stakeholder/contractor has to be followed and to comply with given information by document/designs for instance.

Policy refers to set of laws,rules,regulation that was set in place like schools,shop,hospital, workplace where it is there to guide people also for people to follow it as without policy being put into place i personally believe that people /school children will be scattered all over the places and they will just doing things on their own motives without considering about others
