Policy refers to a set of guidelines, principles, or rules established by an organization, government, or individual to guide decision-making and action. Policies can cover a wide range of areas, such as public safety, healthcare, education, economics, and the environment.

Policies are needed to provide a framework for decision-making, ensure consistency in actions, and establish standards of behavior. They can help organizations and governments achieve their objectives by outlining a clear direction and plan of action. Policies can also ensure that resources are used effectively and efficiently, and that decisions are made fairly and transparently.

In addition, policies can promote accountability by defining roles and responsibilities, and by setting standards for performance and behavior. They can also help manage risk by identifying potential issues and providing guidance on how to mitigate them.

Overall, policies are essential for organizations and governments to operate effectively and achieve their goals. They provide a foundation for decision-making, promote consistency and accountability, and ensure that resources are used efficiently and effectively.

My point of view is that policy acts as a guideline and provides a sense of direction for those in power or in control. It has a sense of authority and if not explained and understood by people then the purpose of setting policies becomes meaningless or meaningful to some.

I like the definitions of policy that have been given by many of you - policy as guidelines, policy as a set of defined actions to be taken to address a problem, policy as a written document that assists in decision making, and policy as an instrument by which power is exercised.
What comes out distinctly from all these definitions is that policy is meant to address a problem or problems and that policy can both be text (documents) and practice. Ideally, textual policy is supposed to be given practical effect through actions/practice.
